Article 16 of the 2015 Law on Military Service on first-time military service registration is as follows:
1. Every January, the Chairman of the People's Committee at the commune level, the head or legal representative of the agency or organization shall report to the District Military Command the list of male citizens who are 17 years old in the year and male citizens of military service age who have not registered for military service.
2. Every April, the Commander of the District Military Command shall issue an order calling citizens specified in Clause 1 of this Article to register for military service for the first time.
3. Citizens registering for military service for the first time must register directly at the military service registration agency specified in Article 15 of this Law.
Article 15 of the 2015 Law on Military Service stipulates the military service registration agency.
1. The Commune Military Command carries out military service registration for citizens residing in the locality.
2. The Military Command of the agency or organization at the grassroots level shall carry out military service registration for citizens working or studying at the agency or organization and shall compile and report to the Military Command of the district, town, city under the province and equivalent administrative unit (hereinafter referred to as district level) where the agency or organization is headquartered; in case the agency or organization does not have a Military Command at the grassroots level, the head or legal representative of the agency or organization shall be responsible for organizing for citizens to carry out military service registration at their place of residence.
Thus, military service registration is carried out according to the above regulations.
