Pregnant women can still be streamlined

The Lao Dong Newspaper Legal Consulting Office replied:

Article 4 of Decree 154/2025/ND-CP (effective from June 16, 2025) stipulates the subjects that have not yet implemented staff streamlining as follows:

1. Those who are pregnant, on maternity leave, or raising children under 36 months old, except for individuals who voluntarily streamline their staff.

2. Those who are under disciplinary review or criminal prosecution or are being inspected or examined due to signs of violations. Thus, those who have to be downsized if they are re-recruited to agencies, organizations, and units receiving salaries from the state budget within 60 months from the date of downsizing must return the allowance received to the agency, organization, or unit that has paid the allowance.

Thus, people who are pregnant, on maternity leave, or raising children under 36 months old who voluntarily reduce their staff are still allowed to streamline their staff.
