Conditions for soldiers to be awarded a Certificate of Merit by the Minister of National Defense

The Lao Dong Newspaper Legal Consulting Office replied:

Article 28 of Circular 118/2023/TT-BQP of the Ministry of National Defense regulating and guiding emulation and commendation in the Vietnam People's Army stipulates the "Certificate of Merit of the Minister of National Defense" as follows:

1. The "Certificate of Merit of the Minister of National Defense" is awarded or posthumously awarded to individuals who are exemplary in good compliance with the Party's guidelines, policies and laws of the State, and the discipline of the Army, meeting one of the following criteria:

a) Having outstanding achievements that are considered in emulation movements launched, organized by the Ministry of National Defense or achieving high results in competitions, sports festivals, fairs, and drills; preliminary review and summary of tasks organized by the Ministry of National Defense.

b) Achieved outstanding achievements, with scope of influence in each field under the management of the Ministry of National Defense and the mineral industry.

c) Having made positive contributions to national defense, security, cryptography, defense foreign affairs, application of scientific and technological advances, socio-economic development, social work, and humanitarian charity, recognized and recommended by competent authorities.

d) Having been awarded the title of "Emulation Fighter at the grassroots level" twice in a row or having been recognized for completing tasks excellently for 2 consecutive years or more, during that time, 2 initiatives have been recognized and effectively applied at the grassroots level or 2 scientific topics, scientific projects, scientific and technological works have been accepted and effectively applied at the grassroots level.

Thus, soldiers who want to be awarded the "Certificate of Merit of the Minister of National Defense" must meet the above standards.
