Article 8 of Circular 19/2025/TT-BQP (effective from 11.4.2025) stipulates the conditions and methods of calculating policies for cases of not adequate re-election and re-appointment as follows:

1. Conditions to enjoy policies, regime

a) Officers, professional military personnel, defense officers, and cipher workers of the Government Cipher Committee, as for military personnel specified in Clauses 1 and 4, Article 2 of this Circular holds the positions and titles under the structure of participating in the Party committee and specialized committee members of the same level but is not eligible for the re -election age or re -appointment of the new term commission; At the same time, the time of work is from the date of organizing the Congress to the highest age expires or the age of retirement according to the instructions at Points a and b, Clause 5, Article 5 of this Circular is over 06 months or more.

b) Subjects at Point a of this Clause are eligible for the re -election and re -appointment of the new term to have the time of work from the beginning of the meeting to organize the congress from the full 30 months to 60 months; In special cases, from full 12 months to less than 30 months, the expiry of the highest service age or to the retirement age according to the instructions at Point a, Point b, Clause 5, Article 5 of this Circular but because of the arrangement of the committee personnel, they have the desire to retire and be agreed by the competent authority.

c) Subjects specified in Clauses 1, 2, 4 and Clause 5, Article 2 of this Circular are participating in the Party committees at the Party Committee (05 -year term) to end the operation, consolidate the organizational structure to 05 years (60 months) or less, the expiry of the highest service age or to the retirement age under the instructions at Point a, Point b, Clause 5, Article 5 of this Circular, have the desire to retire before the level of the Party Committee to create conditions Nationwide XIV of the Party and agreed by the competent authority.
