Clause 2, Article 17 of Decree 81/2026/ND-CP Regulating penalties for administrative violations in the field of railway traffic (effective from May 15, 2026), stipulates as follows:

A fine of between 3 million VND and 5 million VND shall be imposed on individuals, and from 6 million VND to 10 million VND shall be imposed on organizations that commit one of the following violations:

a) Dumping or leaving toxic substances and waste onto the railway or discharging unsanitary waste onto the railway;

b) Illegally pouring soil, rocks, and other materials onto the railway or letting soil, rocks, and other materials fall from the train onto the railway during transportation;

c) Covering up railway traffic signals;

d) Damaging or losing the function of the railway drainage system;

e) Placing concrete slabs, wood, steel, and other illegal materials in the railway tracks or within the protection scope of railway works;

e) Pumping, discharging water or other liquids to flood the railway platform, affecting the drainage capacity of the railway drainage system or affecting the quality and safety of railway works.

Thus, from May 15, 2026, illegal dumping of soil and rocks onto the railway may be fined up to 5 million VND for individuals and 10 million VND for businesses according to the above regulations.
