Article 15, Decree 352/2025/ND-CP Detailing a number of articles of the Employment Law on employment services (effective from January 1, 2026), stipulates the conditions for issuing employment service operating licenses as follows:

2. Deposited 30,000,000 VND (Three hundred million VND) for employment service activities.

3. The legal representative of the enterprise performing employment service activities is a person who is not restricted or loses civil act capacity; has a university degree or higher or has at least 02 years (24 months) of experience in the field of employment services or labor supply.

Thus, from January 1, 2026, businesses wishing to be granted a job service operating license need to meet the above conditions.
