How are college lecturers ranked in salary?

Article 13, Circular 31/2026/TT-BGDĐT of the Ministry of Education and Training Regulating codes, appointments and salary rankings for teachers in public educational institutions (effective from April 14, 2026), stipulates the appointment of titles and salary rankings for college lecturers as follows:

1. Public employees appointed to the title of college lecturer specified in Clause 8, Article 2 of this Circular shall apply the corresponding salary scale issued together with Decree No. 204/2004/ND-CP, specifically as follows:

a) Lecturer - Code: V.09. 02. 03, the salary coefficient of civil servant type A0 is applied from salary coefficient 2.10 to salary coefficient 4.89 for civil servants with college degrees; or the salary coefficient of civil servant type A1 is applied from salary coefficient 2.34 to salary coefficient 4.98 for civil servants with university degrees or higher;

b) Lead lecturer - Code: V.09. 02. 02, the salary coefficient of civil servants type A2, group A2. 1 is applied from salary coefficient 4.40 to salary coefficient 6.78;

c) Senior Lecturer - Code: V.09. 02. 01, is applied the salary coefficient of civil servants type A3, group A3. 1 from salary coefficient 6.20 to salary coefficient 8.00.

2. Public employees who have been appointed to professional education professional titles according to the regulations of the Minister of Labor, Invalids and Social Affairs or lecturer titles of pedagogical colleges according to the regulations of the Minister of Education and Training are appointed to corresponding titles according to the provisions of Clause 8, Article 2 of this Circular as follows:

a) Appointment to the title of lecturer - Code V.09. 02. 03 for practical vocational education lecturers (rank III) - Code V.09. 02. 04 and the salary coefficient of A0 type public employees is applied from salary coefficient 2.10 to salary coefficient 4.89; or for theoretical vocational education lecturers (rank III) - Code V.09. 02. 03 or pedagogical college lecturers (rank III) - Code V.07. 08. 22 and the salary coefficient of A1 type public employees is applied from salary coefficient 2.34 to salary coefficient 4.98;

b) Appointment to the title of principal lecturer - Code V.09. 02. 02 for principal vocational education lecturers (rank II) - Code V.09. 02. 02 or principal pedagogical college lecturers (rank II) - Code V.07. 08. 21 and is applied the salary coefficient of civil servants type A2, group A2. 1 from salary coefficient 4.40 to salary coefficient 6.78;

c) Appointment to the title of senior lecturer - Code V.09. 02. 01 for senior vocational education lecturers (rank I) - Code V.09. 02. 01 or senior pedagogical college lecturers (rank I) - Code V.07. 08. 20 and is applied the salary coefficient of civil servants type A3, group A3. 1 from salary coefficient 6.20 to salary coefficient 8.00.

Thus, from April 14, 2026, salary ranking for college lecturers is regulated as above.
