The Ministry of Home Affairs has just issued a Circular guiding salary arrangement for people recruited into civil servants. The Circular takes effect from March 1.
Regarding the salary ranking for people recruited into civil servants who have been salaried according to salary scales for cadres and civil servants, the circular clearly states that in case of recruitment into a ranked job position with the same salary grade coefficient already enjoyed, it is ranked equal to the salary grade and the percentage of seniority allowance exceeding the framework (if any) currently enjoyed (including calculating the time for considering salary promotion for the next time or considering enjoying seniority allowance exceeding the framework if available in the old rank) to the salary grade coefficient in the civil servant rank corresponding to the job position being recruited.
The new salary period is calculated from the date of signing the salary ranking decision at the recruited job position.
In addition, regarding recruitment for ranked job positions with a salary grade coefficient different from the salary grade coefficient already enjoyed, in case of not yet enjoying the seniority allowance exceeding the framework, it will be based on the salary grade coefficient already enjoyed to be ranked into the nearest salary coefficient (higher or lower) in the ranked civil servant rank.
The time for considering promotion next time is calculated as follows:
For cases ranked in the highest salary coefficient nearest, if the difference between the newly ranked salary coefficient and the salary coefficient already enjoyed is equal to or greater than the salary coefficient difference between 2 adjacent salary grades in the old rank, it is calculated from the date of signing the salary ranking decision at the recruited job position; if it is smaller than the salary coefficient difference between 2 adjacent salary grades in the old rank, it is calculated from the date of ranking the salary coefficient currently enjoyed in the old rank.
For cases classified as the lowest salary coefficient nearest, it is calculated from the date of classifying the salary coefficient currently enjoyed in the old rank.
Civil servants who are receiving seniority allowances exceeding the framework are based on the total salary coefficient plus seniority allowances exceeding the framework they are receiving to be ranked in the nearest salary coefficient (higher or lower) in the ranked rank.
The new salary benefit period is calculated from the date of signing the salary ranking decision at the recruited job position; the time for considering the subsequent salary increase is calculated as prescribed.
In case there is a salary coefficient already enjoyed or a total salary coefficient plus seniority allowance exceeding the framework already enjoyed greater than the salary coefficient at the last level in the ranked rank, it is ranked into the salary coefficient at the last level in the ranked rank and is entitled to an additional reserve difference coefficient equal to the salary coefficient or total salary coefficient plus seniority allowance exceeding the framework already enjoyed.
The time to receive the new salary (including the remaining difference coefficient) and the time to consider enjoying the over-the-frame seniority allowance is calculated from the date of signing the salary ranking decision at the recruited job position.
The remaining difference coefficient (circulating the number after the 2-digit comma) is enjoyed throughout the time of ranking civil servants.
After that, if civil servants continue to be allowed to change their job positions with civil servant ranks ranked according to professional and nghiep vu ranks higher than the current rank, they are allowed to add this conservative difference coefficient to the salary coefficient they are receiving to be ranked in the civil servant rank according to that new job position and cease to enjoy the conservative difference coefficient from the date of being ranked in the civil servant rank according to that new job position.
