Clause 4, Article 14 of the Law on Professional Soldiers, Workers and National Defense Officials 2015 stipulates:
Selection and recruitment of professional soldiers
1. Subjects of selection:
a) Officers of the Vietnam People's Army in cases of changes in organization and staffing in which their positions are held no longer need to be assigned officers;
b) Sub-officers and soldiers who have expired their service term and are serving in the reserve ranks of the army;
c) Workers and defense officials.
2. Recruitment subjects:
Vietnamese citizens who are not subject to the provisions of Clause 1 of this Article and are permanent residents of Vietnam and are 18 years of age or older.
3. Conditions and standards for selection and recruitment include:
a) Have political qualities, ethics, health, clear background and voluntarily serve in the army;
b) Have a diploma or certificate of technical expertise or profession in accordance with the title of professional soldier.
4. The form of selection and appointment is admission or entrance exam. In case of graduation from a regular university with good or excellent qualifications or a high level of professional technical qualifications, they will be selected and recruited through admission.
Accordingly, the form of professional military recruitment is admission or entrance exam. In case of graduation from a regular university with good or excellent qualifications or a high level of professional skills, they will be recruited through the admission process.
