Driver's license renewal dossier from July 2026

Legal Consulting Department of Lao Dong Newspaper answers:

Clause 2, Article 21 of Circular 108/2026/TT-BCA of the Ministry of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (effective from July 1, 2026) stipulates the dossier for changing driver's licenses as follows:

a) Health certificate of the driver still valid (electronic version), in case due to technical errors, the electronic version cannot be used, use the paper version issued by a medical examination and treatment facility that meets the standards according to the provisions of law on medical examination and treatment;

b) Passport with validity (for foreigners, overseas Vietnamese);

c) Other documents showing information for comparison if falling into the cases specified in point c, clause 1 of this Article.

Thus, from July 1, 2026, the driver's license renewal dossier includes the above documents.
