The Lao Dong Newspaper Legal Consulting Office replied:
Article 38 of Decree 282/2025/ND-CP regulating administrative sanctions for violations in the fields of security, order and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025) stipulates the act of insulting the honor and dignity of family members who abandon or are not interested; not raising or caring for family members who are pregnant women, women raising children under 36 months old, people with disabilities, the elderly, people who are unable to take care of themselves; not educating family members who are children as follows:
1. Fine from 10 million VND to 20 million VND for one of the following acts:
a) Abandoning, not caring; not raising or caring for family members who are pregnant women, women raising children under 36 months old, people with disabilities, the elderly, the elderly, people unable to take care of themselves;
b) Not educating family members who are children.
2. Administrative violations: abandonment, lack of care; failure to raise or care for family members who are children and children not specified in this Decree shall be handled and punished according to the provisions of the Government's Decree regulating administrative sanctions in the field of protection, social assistance and children and related legal documents.
3. Remedial measures:
Forced to publicly apologize when the victim of domestic violence has a request at his private home, workplace, other location or on the mass media for the violation of the provisions of Clause 1 of this Article.
Thus, from December 15, 2025, parents who do not educate their children can be fined up to 20 million VND.
