The Government issued Decree No. 277/2025/ND-CP dated October 20, 2025, detailing the implementation of Resolution No. 218/2025/QH15 dated June 26, 2025 of the National Assembly on popularizing preschool education for children aged 3 to 5.
According to this Decree, by 2028, 50% of provinces and centrally run cities or more will meet the standards for universal preschool education for children aged 3 to 5.
By 2030, 100% of provinces and centrally run cities will meet the standards for universal preschool education for children aged 3 to 5.
The Decree stipulates policies to support children from 3 to 5 years old and invest in developing facilities, school staff, and classes.
The Decree stipulates that the beneficiaries of this support include:
Children aged 3 to 5 years (excluding very few ethnic minority children as prescribed in Decree No. 57/2017/ND-CP dated May 9, 2017 of the Government regulating priority policies for enrollment and learning support for children aged 3 to 5, students and pupils of ethnic minorities with very few people) residing in communes and villages with special difficulties studying at public preschools, preschools under the armed forces in communes in areas III, II, I, mountainous areas, communes with particularly disadvantaged villages in ethnic minority and mountainous areas, especially disadvantaged communes in coastal areas, along seas and islands as prescribed by competent authorities;
Children aged 3 to 5 without a source of support are stipulated in Clause 1, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection beneficiaries;
Children aged 3 to 5 years old in poor households and near-poor households according to the multidimensional poverty and near-poor standards as prescribed by the Government;
Children aged 3 to 5 years are children of martyrs, children of Heroes of the People's Armed Forces, children of war invalids, people enjoying the same policies as war invalids, children of sick soldiers, children of other policy beneficiaries as prescribed in the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution (if any);
Children from 3 to 5 years old with integration disabilities.
Each child of the above subjects is supported with VND 360,000 per month and is entitled to no more than 9 months/school year.
In addition, the Decree also stipulates that the beneficiaries of study cost support include: Children from 3 to 5 years old in Clause 1 above;
Children aged 3 to 5 studying at private and non-public preschools that have been licensed to be established and operate in accordance with regulations and have a father or mother or a legal caregiver who is a worker or employee working in industrial parks, industrial clusters, and export processing zones signed by a labor contract with a business according to regulations.
Each child of the above subjects is supported with a monthly tuition fee of VND 150,000 and is entitled to no more than 9 months/school year.
