Failure to declare temporary residence in border areas is fined up to 1 million VND

Clause 2, Article 9 of Decree 79/2026/ND-CP Regulating penalties for administrative violations in the field of management and protection of national borders (effective from May 2, 2026), stipulates as follows: A fine of between 500,000 VND and 1 million VND shall be imposed for one of the following acts:

a) Temporary residence, stay, and travel in the land border area not in accordance with regulations;

b) Not notifying, declaring, or registering with competent agencies and people about staying or temporary residence in the land border area or concealing or helping others travel, stay, or temporarily reside illegally in the land border area;

c) Border residents using expired border entry and exit documents to cross the border;

d) Border residents going beyond the prescribed scope when allowed to cross the border;

e) Border residents provide untrue information to be granted valuable border entry and exit documents;

e) Foreigners entering land border areas (except for tourist areas, services, economic zones) without papers as prescribed;

g) Border residents grazing livestock and poultry across the border.

Thus, from May 2, 2026, the act of not declaring temporary residence in the border area may be fined up to 1 million VND.
