The Lao Dong Newspaper Legal Consulting Office replied:
Article 12, Decree 279/2025/ND-CP (effective from December 15, 2025) stipulates the level of expenditure for road traffic damage reduction, stipulates the level of expenditure for the contents specified in Article 11 of this Decree, implemented as follows:
1. Based on the rate of damage, the level of support for victims injured in road traffic accidents is over 31% to under 81%; families of victims who died in road traffic accidents and are facing economic difficulties: support expenditure is not more than 20 million VND/incident/family of victim who died; not more than 10 million VND/incident/01 person injured.
2. Based on the rate of damage, the level of spending to support community integration activities and continue to develop for victims injured in traffic accidents with a damage rate of over 81%: spending no more than 100 million VND/01 person injured/01 time.
3. Based on the severity of the traffic accident, the level of support for organizations and individuals directly involved in helping, treating, and taking people in road traffic accidents to emergency care: support expenditure is not more than 10 million VND for organizations/01 cases and not more than 05 million VND for individuals/01 cases.
4. Based on the scale of propaganda activities, the level of support for organizations and individuals directly participating in propaganda activities to minimize damage to road traffic accidents without being guaranteed funding by the State: support expenditure is not more than 10 million VND for organizations/01 cases; not more than 05 million VND for individuals/01 cases.
5. Based on the scale of the propaganda activity, the level of support for the propaganda work of organizing activities and events causing the Fund: support expenditure is not more than 100 million VND for the Fund management agency/01 of the incident.
6. Other spending levels as prescribed by current law.
Thus, from December 15, 2025, the level of expenditure for support for road traffic accident damage reduction is regulated as above.
