Clause 2 and Clause 3, Article 3 of Resolution No. 19/2025/NQ-HDND dated July 9, 2025 of the Hanoi People's Council stipulates the content and level of support for voluntary social insurance and health insurance contributions for social policy beneficiaries of Hanoi City (effective from January 1, 2026) stipulates the content and level of support for health insurance as follows:
a) Support 100% of the health insurance contribution rate for members of poor households recognized as having escaped poverty at the same time as having escaped near poverty, members of near-poor households recognized as having escaped near poverty. The support period is 36 months from the month recognized as near-poor escape.
b) Support 100% of the health insurance premium for the elderly aged 70 to under 75 who are not subject to compulsory health insurance and do not have a health insurance card.
c) Support 100% of health insurance premiums for people with mild disabilities who do not have a health insurance card (excluding children with mild disabilities under 16 years old).
d) Support 100% of health insurance premiums for ethnic minorities who are not subject to compulsory health insurance and do not have a health insurance card. Additional support of 30% of the health insurance premium for ethnic minorities living in communes in regions II, III, and especially disadvantaged villages in ethnic minority and mountainous areas in the period of 2016-2020 that these communes are no longer on the list of communes in regions II, III, and particularly disadvantaged villages in ethnic minority and mountainous areas in the period of 2021-2025 according to the Prime Minister's decision as prescribed in Point c, Clause 2, Article 1 of Decree No. 75/2023/ND-CP dated October 19, 2023 of the Government.
d) Support an additional 70% of the health insurance premium for students in difficult circumstances who are members of agricultural, forestry and fishery households with an average living standard according to the City's standards and have not been granted a health insurance card for studying at educational institutions and vocational training institutions in the national education system in Hanoi (both public and non-public).
e) Support an additional 30% of the health insurance premium for households engaged in agriculture, forestry and fishery with an average living standard according to the City's standards.
3. The support level will be adjusted accordingly when the State changes the policy of supporting social insurance and health insurance.
Thus, from January 1, 2026, policy beneficiaries in Hanoi City will be supported with health insurance according to the above regulations.
