Article 12 of the Law on Health Insurance (HI) stipulates the subjects participating in health insurance. In particular, many groups participating in health insurance are completely free because their contribution level is completely paid by the State budget or social insurance agencies.
Clause 2, Article 12 stipulates 4 groups paid by social insurance agencies. Clause 3, Article 12 stipulates 20 groups contributed by the State budget. Thus, these 24 groups are supported with 100% of the health insurance contribution level.
In addition to the above 24 groups, Clause 4, Article 12 of the Law on Health Insurance also stipulates that groups participating in health insurance are supported by the State budget for the contribution level, including the group of people from near-poor households.
In Decree 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance, the Government specifically stipulates the level of support from the State budget for these groups in Clause 6, Article 6.
Specifically, the group of people from near-poor households receiving the lowest support is 70% of the health insurance contribution level. However, for those from near-poor households residing in poor communes according to the Decision of the Prime Minister and other documents of competent authorities, support will be up to 100% of the payment level, meaning they will be able to participate in health insurance for free.
