The Lao Dong Newspaper Legal Consulting Office replied:
Clause 2, Article 162 of the 2024 Land Law stipulates that the organization of consulting on land price determination has the following obligations:
a) Comply with the principles, bases, methods, and procedures for land valuation according to the provisions of this Law and other relevant provisions of law;
b) Must be independent, objective, and honest in land price consulting activities;
c) Ensure compliance with professional ethics of appraisers under their organizations;
d) Responsible for expertise in land price consulting, land price appraisal consulting by themselves;
d) Providing consultation on land price determination according to the provisions of this Law and other relevant legal provisions;
e) Subject to inspection and examination by competent state agencies; report the results of land price consultation when requested to send to the competent land management agency at the provincial level where the head office is registered or where land price consultation is conducted;
g) Register the list of valuers and change or supplement the list of valuers with the competent land management agency at the provincial level where the head office is registered;
h) Responsible for consulting on determining and appraising specific land price lists and land prices; sending representatives to participate in the Land Price List Appraisal Council, Specific Land Price Appraisal Council when requested by a competent state agency;
i) Arrive records and documents on the results of land price consultation;
k) Other obligations as prescribed by law.
Thus, the consulting organization determining land prices has the above obligations.
