According to the provisions of point a, clause 2, Article 12, consolidated document of the 2025 Health Insurance Law, people who are receiving monthly pensions and unemployment benefits are the group covered by the social insurance agency (BHXH).

According to information from the social insurance agency, health insurance cards issued to pensioners are free throughout the pension benefit period, automatically renewed by the social insurance agency's data system, and pensioners do not need to carry out procedures to renew health insurance cards.

From June 1, 2025, implementing digital transformation, social insurance agencies will not issue paper health insurance cards and people can use electronic health insurance on VssID, VNeID applications or citizen ID cards/identity cards to go for medical examination and treatment...

Clause 3, Article 6, Circular 09/2026/TT-BTC of the Ministry of Finance stipulates that health insurance medical examination and treatment facilities do not require participants to provide paper health insurance cards when examining and treating patients with electronic health insurance cards and are responsible for tracing the validity of health insurance cards on the National Insurance Database.

Thus, people currently receiving pensions do not have to carry out procedures to renew their health insurance cards and can now use citizen ID cards/identity cards for medical examination and treatment and enjoy health insurance according to regulations.
