Principles of implementing social housing support policies

The Lao Dong Newspaper Legal Consulting Office replied:

Article 79 of the 2023 Housing Law stipulates the principles for implementing social housing support policies as follows:

1. The implementation of social housing support policies must ensure the following principles:

a) The State has a policy for housing development, creating conditions for everyone to have a place to live;

b) There is a combination of the State, enterprises, communities, clans and beneficiaries in implementing policies;

c) Ensure publicity, transparency, and close inspection and supervision by competent state agencies, communities and the Vietnam Fatherland Front;

d) Ensure the right subjects and meet the conditions prescribed in this Law;

d) In case a subject is entitled to many different support policies, he/she is entitled to the highest support policy; in case the subjects have the same standards and conditions, support shall be implemented in order of priority for: people with revolutionary contributions, relatives of martyrs, people with disabilities, people who are resettled in the form of buying or renting social housing, women;

e) In case a household has many beneficiaries of many support policies, only one support policy will be applied to the entire household.

2. The provincial People's Committee is responsible for organizing the implementation and inspecting and auditing the implementation of social housing support policies in the area.

3. The provisions of Section 2 of this Chapter do not apply to the development of workers' accommodation in industrial parks, the development of housing for the People's Armed Forces, individuals who build or renovate or repair houses themselves, except in cases where Sections 3, 4 and 5 of this Chapter have referential provisions applying the provisions of Section 2 of this Chapter.

Thus, the implementation of social housing support policies is implemented according to the above principles.
