Article 9, Circular No. 59/2026/TT-BGDĐT of the Ministry of Education and Training stipulates full-time contract teachers after retirement and visiting lecturers (effective from September 1, 2026) stipulates the standards of visiting lecturers as follows:
1. Have good qualities and professional ethics; not undergoing disciplinary action according to the provisions of law; not undergoing criminal prosecution or serving other penalties.
2. Meeting health standards for working, certified by a competent health authority.
3. Visiting teachers of subjects, modules, modules, and topics in the education program or training program must meet the standard training level of teachers according to the provisions of the Law on Teachers and relevant legal regulations;
4. Invited lecturers on topics (not belonging to the education program, training program), guiding experiments, practices, and internships must meet the standard training level of teachers or have appropriate professional experience according to the regulations of the head of the educational institution, unless specialized laws otherwise stipulate.
5. Visiting lecturers participating in guiding, grading projects, theses, dissertations, or grading graduation exams must meet the standards of training level, professional capacity, teaching experience and scientific research according to current training regulations.
6. Visiting lecturers participate in compiling textbooks, teaching materials and reference books at vocational education institutions and higher education institutions in accordance with current legal regulations.
7. Visiting lecturers at schools of state agencies, political organizations, socio-political organizations, and people's armed forces must meet the standards specified in this article and the regulations of the agency or organization directly managing that educational institution.
Thus, from September 1, 2026, visiting lecturers need to meet the standards according to the above regulations.
