The Government has just issued Decree No. 279/2026/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training.
The Decree stipulates that the Ministry of Education and Training is an agency of the Government, performing state management functions for preschool education, general education, vocational education, university education, continuing education; state management of Vietnamese and ethnic minority languages; state management of public service services in areas under the state management scope of the ministry.
Regarding teachers, management officials and personnel in the sector, the Ministry of Education and Training submits to competent authorities for promulgation or promulgation according to its authority documents regulating and guiding the implementation of recruitment, use, job positions, titles, professional standards, professional activities, working regimes, ethics, codes of conduct, rights and obligations of teachers, management officials of educational institutions, education support personnel and other personnel in educational institutions under the national education system according to the provisions of law.
The Ministry of Education and Training has 16 units including:
1. Department of Preschool Education.
2. Department of General Education.
3. Department of Higher Education.
4. Department of National Defense and Security Education.
5. Department of Students.
6. Legal Department.
7. Department of Organization and Personnel.
8. Department of Planning - Finance.
9. Office.
10. Department of Teachers and Educational Administrators.
11. Department of Quality Management.
12. Department of Science, Technology and Information.
13. Department of International Cooperation.
14. Department of Vocational Education and Continuing Education.
15. Education and Times Newspaper.
16. Institute of Strategy and Policy for Education.
Units specified from clause 1 to clause 14 are administrative organizations under the ministry assisting the Minister in performing state management functions; units specified in clauses 15 and 16 are public non-business units, serving the state management functions of the ministry.
The Minister of Education and Training submits to the Prime Minister for promulgation a list of other public non-business units under the ministry.
The Minister of Education and Training shall issue a Decision stipulating the functions, tasks, powers and organizational structure of units under and directly under the ministry in accordance with the law, except for units under the decision-making authority of the Government and the Prime Minister.
The Journal of Education and the Vietnam Institute of Educational Sciences continue to perform tasks and powers according to current regulations until there is a decision from the Minister of Education and Training stipulating the functions, tasks, powers and organizational structure of the Institute of Strategy and Education Policy taking effect. Completion deadline before August 1, 2026.
This Decree takes effect from July 12, 2026; replacing Decree No. 37/2025/ND-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training.
