The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 10 of Decree 191/2025/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Law on Vietnamese nationality stipulates that individuals and organizations are not allowed to perform the following acts:

a) Using fake documents, documents that have been suaased or deleted to distort the content; dishonest declarations, fraudulent acts, false promises to the truth to carry out procedures to resolve issues of nationality;

b) Using documents that are no longer valid to prove Vietnamese nationality as prescribed in Clause 1, Article 8 of this Decree to prove that they have Vietnamese nationality;

c) Taking advantage of assigned authority to issue documents on Vietnamese nationality, documents proving Vietnamese nationality or other documents stating Vietnamese nationality contrary to the provisions of law; confirming that there is no basis, untrue information about the person applying for admission, returning, or quitting Vietnamese nationality;

d) Taking advantage of the act of joining, returning, or ceasing to be a Vietnamese national; taking advantage of the act of applying for foreign nationality when admitted or returning to Vietnamese nationality to harm the security, national interests, social order and safety of the Socialist Republic of Vietnam; harming the legitimate rights and interests of Vietnamese agencies, organizations, and citizens.

Thus, individuals and organizations are not allowed to perform the above acts against their nationality.
