Clause 2, Article 8, Decree 343/2025/ND-CP (effective from January 1, 2026), stipulates the management of retired Army officers as follows:
a) Commune-level People's Committees (Commune-level Military Command) summarize and manage the number and list of military officers retiring permanently residing in communes to implement regimes and policies within the scope specified in this Decree; based on the number and list of military officers retiring permanently residing in the area being managed, periodically (quarterly, annually) or unexpectedly summarize and report the list of management and monitoring of changes to the Political Department of the Hanoi Capital Command or the Provincial Military Command where military officers retire permanently residing according to regulations;
b) The Provincial People's Committee (Provincial Military Command) manages the number and list of military officers retiring permanently in the province (except for Hanoi city) to ensure funding, direct the implementation of regimes and policies within the scope specified in this Decree; periodically (quarterly, annually) or unexpectedly summarize and report the list of management and monitoring of changes to the Military Region (Political Department) according to regulations;
c) The Hanoi Capital High Command (Political Department) manages the number and list of permanently retired army officers in Hanoi city to ensure funding and direct the implementation of regimes and policies within the scope specified in this Decree (except for regimes and policies implemented by units directly under the Ministry of National Defense as prescribed in point d of this clause); periodically (quarterly, annually) or unexpectedly summarize and report the list of management and monitoring of changes to the Ministry of National Defense (Department of Social Policy) as prescribed;
d) Military Regions (Political Department) manage the number and list of retired military officers permanently residing in the military region to direct the implementation of regimes and policies within the scope specified in this Decree; periodically (quarterly, annually) or unexpectedly summarize and report the list of management and monitoring of changes to the Ministry of National Defense (Policy - Society Department) according to regulations;
e) Units under the Ministry of National Defense stationed in Hanoi city (Political agencies) manage the number and list of subjects specified in Clause 1 and points a, b, c, clause 2, Article 2 of this Decree, permanently residing in Hanoi city to direct the implementation of the nursing regime and press regime within the scope specified in this Decree; periodically (quarterly, annually) or unexpectedly summarize and report the management and monitoring list to the Ministry of National Defense (Department of Social Policy) according to regulations;
e) The Ministry of National Defense (Department of Social Policy) manages the number and list of retired army officers nationwide to direct the implementation of regimes and policies within the scope specified in this Decree;
g) The content of summarizing and reporting the list of management and monitoring of military officers retired and permanently residing in the area from commune to Ministry of National Defense specified in this clause shall be periodically implemented annually according to Form No. 07 and quarterly according to Form No. 08 in the Appendix attached to this Decree.
Thus, from January 1, 2026, the management of retired Army officers will be as above.
