Regulations on issuing international driving licenses from July 2026

Clause 1, Article 29 of Circular 108/2026/TT-BCA of the Ministry of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (effective from July 1, 2026) stipulates the issuance of international driver's licenses for Vietnamese people and foreigners with national driver's licenses issued by Vietnam that are still valid, implemented as follows:

a) IDP (International Driving Permit): individuals perform directly at the Traffic Police Department or Traffic Police Department or online at the National Public Service Portal;

b) IDP issuance order:

In case of direct request, the original national driver's license issued by Vietnam must be presented, individuals are allowed to take photos directly or send 01 portrait photo, white background size 3 cm x 4 cm, passport, permanent residence card (for foreigners) to check the accuracy and legality of IDP issuance and must fulfill the obligation to pay fees when receiving the dossier according to regulations. In case of sending online at the National Public Service Portal, individuals declare according to instructions and must be responsible for the accuracy and legality of the declared content, must fulfill the obligation to pay fees through the fee payment function of the National Public Service Portal and pay fees for other services according to the needs of individuals.

The agency receiving the dossier enters electronic information; prints a result return appointment form after receiving a valid dossier, in case the dossier is invalid, it shall notify the individual directly or in writing of the contents that need to be supplemented or amended within 02 working days from the date of receiving the request;

c) Traffic Police Department transfers data to the Traffic Police Department for centralized management and issuance of driver's licenses;

d) Printing and returning driver's licenses are carried out at the Traffic Police Department or the Traffic Police Department or through postal services at the request of individuals.

Thus, from July 1, 2026, the issuance of international driver's licenses for Vietnamese people with valid national driver's licenses will be implemented as above.
