Article 29 of the Law on Organization of Local Government 2025 (effective from June 16, 2025) stipulates:
The People's Council Committee is an agency of the People's Council, responsible for reviewing draft resolutions, reports, and projects before submitting them to the People's Council; supervising and making recommendations on issues under the responsibility of the Board; being responsible for and reporting work to the People's Council. The number and structure of the Committees of the People's Council are regulated as follows:
a) The Provincial People's Council establishes the Legal Committee, the Economic - Budget Committee, and the Cultural - Social Committee.
The City People's Council established the Legal Committee, the Economic - Budget Committee, the Cultural - Social Committee and the Urban Committee.
The People's Council at the commune level established the Economic - Budget Committee and the Cultural - Social Committee.
Ethnic committees in provinces and cities with many ethnic minorities have been established;
b) The People's Council's Committee includes the Head, Deputy Head and members;
c) The Head and Deputy Head of the Provincial and Commune People's Councils can be full-time People's Council delegates. The Head and Deputy Head of the People's Council cannot simultaneously be the heads of specialized agencies under the People's Committee at the same level;
d) Members of the Committees of the Provincial People's Councils can be full-time People's Council delegates.
Thus, the People's Council at the commune level established the Economic - Budget Committee and the Cultural - Social Committee.
