On the afternoon of September 9, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with leaders of central ministries and branches on the implementation situation, developing a thematic report assessing the implementation of laws on decentralization, delegation of authority, division of authority and solutions to handle shortcomings and problems due to legal regulations.
Concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh said that implementing the policies and decisions of the Central Government, local governments at both levels have been operating for more than 2 months and during the operation process, it is basically good.
Recently, implementing the conclusion of the Politburo, the Government assigned the Ministry of Home Affairs, the Ministry of Justice and relevant agencies to review the results of decentralization, delegation of authority, and at this meeting, the Ministry of Home Affairs issued a very frank and specific Report on decentralization and delegation of authority issues, clearly stating the responsibilities of ministries and branches.
The Permanent Deputy Prime Minister emphasized that the work of preparing the thematic report to report to the Politburo or the Politburo meeting to urge is aimed at two goals.
The first is to operate local government at both levels, especially at the commune level, to ensure smooth operation, better operation, smoother operation, better service to people and gradually remove difficulties.
Second is to review the responsibility of the Government and ministries and branches to see what tasks have not been done and what tasks are still lacking to supplement and perfect in a spirit of determination and high responsibility.
Deputy Prime Minister Nguyen Hoa Binh welcomed the Ministry of Home Affairs for having drafted a very in-depth, informative and basic thematic report and agreed with the ministries on the content and said that today's meeting was very necessary to unify and complete the Report and when reporting to the Politburo, it will reflect a vivid, multi-dimensional picture related to the implementation of tasks on decentralization, delegation of power, and division of authority.
He requested the Ministry of Home Affairs to fully absorb and synthesize the opinions expressed by leaders of ministries and branches at the meeting to complete the Report; especially to carefully review the statistics and reports, ensuring accuracy and accuracy; highlight the results achieved, limitations, shortcomings and make specific and feasible proposals.
In performing tasks related to the organization of local government at two levels, decentralization, delegation of authority, and division of authority, Deputy Prime Minister Nguyen Hoa Binh also raised difficulties and problems that need to be focused on overcoming and must have satisfactory solutions.
In particular, the most prominent are: Except for communes that are guaranteed to inherit technical facilities and district-level headquarters, the rest of communes have difficulties in technical facilities, means, and working headquarters;
The arrangement of cadres at the commune and ward levels in many places is lacking, many cadres do not have professional capacity; digital infrastructure in communes is still weak and lacking in synchronization; the implementation of policies for commune-level cadres who retire due to the restructuring of the apparatus still has limitations and shortcomings.
