The Ministry of Home Affairs has just issued Official Letter 7415/BNV-CCVC in 2025 on the plan to ensure personnel at the commune level.
In particular, the Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants who meet professional and technical requirements according to the requirements of functions and tasks and temporarily orient the list of job positions at the commune level.
In the immediate future, ensure the minimum number of civil servants at administrative organizations at the commune level according to the instructions in Official Dispatch 09/CV-BCD in 2025.
According to the list of job positions attached to the Official Dispatch, there are 28 professional and technical positions oriented to be arranged by industry and field.
The Public Administration Service Center performs the task of controlling administrative procedures according to its authority, organizing the implementation of administrative procedures according to the one-stop, one-stop mechanism, building e-government, monitoring the application of information technology at the People's Committees at the commune level.
The Public Administration Service Center has 1 job position with tasks and capacity framework to arrange civil servants at the commune level, including:
Fully perform the tasks according to Decree No. 118/2025 dated June 9, 2025 of the Government; instructions of the Government Office (if any).
Based on the actual situation in the locality and the requirements of assigned tasks, the People's Committees at the commune level proactively determine the requirements for civil servant training to arrange appropriately, ensuring good performance of assigned tasks.
Based on the workload, the People's Committee at the commune level arranges civil servants and public employees on-duty or concurrently to perform assigned tasks, ensuring compliance with the orientation of the civil servant payroll framework at the commune level according to the regulations of the competent authority.
Decree No. 118/2025/ND-CP on implementing administrative procedures according to the one-stop, one-stop mechanism at the One-stop and National Public Service Portal Department, specifically regulating the organization of provincial and commune-level Public Administration Service Centers from July 1, 2025.
Accordingly, at the commune level, the People's Committee at the commune level decides to establish a Commune-level Public Administration Service Center as an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers.
The People's Committee at the commune level decides on the arrangement of points for receiving and returning administrative procedure settlement results of the Commune-level Public Administration Service Center at the local level based on the natural area, population size, local socio-economic conditions and number of administrative procedure records.
