The Lao Dong Newspaper Legal Consulting Office replied:
Article 36 of Decree 152/2025/ND-CP stipulates the documents and procedures for considering the award of the title of "National Emulation Fighter" as follows:
1. The Ministry of Home Affairs appraises the dossier, reports to the Standing Committee of the Central Emulation and Reward Council and collects opinions from relevant agencies according to regulations; based on conditions and standards, submit to the Prime Minister for consideration and decision to award the title of "National Emulation Fighter".
2. The dossier submitted to the Prime Minister has 01 ministry (originally) including:
a) Submissions from ministries, departments, branches, and provinces;
b) Report the achievements of the individual proposed to be awarded the title of "National Emulation Fighter" with confirmation from the Prime Minister;
c) Minutes of review and voting results of the Emulation and Reward Council of ministries, departments, branches and provinces;
d) Decisions or confirmations by heads of ministries, departments, branches and provinces on initiatives that have been effectively applied and are likely to be replicated nationwide or have scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied nationwide, with a scope of influence; confirmation by the Minister of National Defense and the Minister of Public Security on intelligence and creativity in combat and combat service with a scope of influence nationwide;
d) Relevant documents as prescribed in Article 33 of this Decree (if any).
3. The dossier of the Ministry of Home Affairs submitted to the Prime Minister includes: The dossier of the Ministry of Home Affairs attached to the list of reward proposals and electronic messages of the reward dossier.
Thus, the dossier and procedures for considering the award of the title of "National Emulation Fighter" are carried out according to the above regulations.
