Clause 11, Article 5, Decree 58/2026/ND-CP (effective from March 15, 2026) amends and supplements Clause 1, Article 22 of Decree No. 70/2024/ND-CP detailing a number of articles and measures to implement the Law on Citizen Identification as follows:
“1. Order and procedures for revoking ID cards for citizens who have been deprived of Vietnamese nationality, granted revocation of Vietnamese nationality, have their decision to naturalize Vietnamese citizenship revoked, or have their decision to return to Vietnamese nationality revoked.
a) The agency receiving and returning the results when carrying out procedures for revoking Vietnamese citizenship, terminating Vietnamese citizenship, canceling decisions to grant Vietnamese citizenship or canceling decisions to grant Vietnamese citizenship return shall make a record of the revocation of the ID card for people who are deprived of Vietnamese citizenship, terminated Vietnamese citizenship, have their decision to grant Vietnamese citizenship revoked or have their decision to grant Vietnamese citizenship return canceled;
b) Within 10 days from the date of the decision to revoke Vietnamese citizenship, terminate Vietnamese citizenship, cancel the decision to naturalize Vietnamese citizenship or cancel the decision to return to Vietnamese citizenship, the Ministry of Justice shall send a written notice with the revoked ID card to the ID card management agency of the Ministry of Public Security;
In case the agency receiving and returning the results when carrying out procedures for revoking Vietnamese nationality, granting revocation of Vietnamese nationality, canceling the decision to grant Vietnamese nationality or canceling the decision to grant revocation of Vietnamese nationality does not recover the ID card of the person who was revoked Vietnamese nationality, granted revocation of Vietnamese nationality, granted revocation of the decision to grant Vietnamese nationality or canceled the decision to grant revocation of Vietnamese nationality, it shall be clearly stated in the notice document sent to the ID card management agency of the Ministry of Public Security for the ID card management agency of the Ministry of Public Security to verify and recover the ID card according to regulations;
c) Within 03 working days from the date of receiving the notification document from the Ministry of Justice, the identification management agency of the Ministry of Public Security is responsible for canceling the validity of the ID card and updating the information of the person with the decision to revoke Vietnamese nationality, terminate Vietnamese nationality, cancel the decision to grant Vietnamese nationality or cancel the decision to grant Vietnamese nationality back into the National Population Database, ID Database;
d) In case the identification management agency discovers a person subject to the case of having their ID card revoked according to the provisions of point a, clause 1, Article 29 of the identification Law, it must cancel the validity of that person's ID card and update information to the National Population Database, ID Database; make a record of ID card revocation if that person still has an ID card and submit it to the identification management agency that made a record of ID card revocation.
Thus, from March 15, 2026, the procedure for revoking ID cards for citizens deprived of Vietnamese nationality will be carried out as above.
