Procedures for requesting a criminal record certificate from July 2026

Clause 18, Article 1 of the Law amending and supplementing a number of articles of the Law on Judicial Records in 2025 (effective from July 1, 2026) stipulates the amendment and supplementation of Article 45 of the Law on Judicial Records in 2009 stipulating the procedures for requesting the issuance of Judicial Record Certificates as follows:

1. Individuals requesting to be issued a Judicial Record Certificate online.

Foreigners and people without electronic identification can request a Judicial Record Certificate in the form of direct or postal services.

2. The request for issuance of a Judicial Record Certificate is carried out as follows:

a) In case of requesting online, it is carried out through the National Identification Application or the National Public Service Portal;

b) In case of requesting through postal services, send the dossier with certification of the requester's signature according to the provisions of law;

c) In case of requesting the issuance of a Judicial Record Certificate directly, submit the dossier to the competent authority issuing the Judicial Record Certificate.

3. Individuals may request the issuance of a Judicial Record Certificate to their parents, spouses, children, or guardians. The request for issuance of a Judicial Record Certificate shall be carried out in accordance with the provisions of Clause 2 of this Article.

4. Individuals may authorize others to carry out procedures to request the issuance of a Judicial Record Certificate. The authorization must be made in writing in accordance with the law and the request for the issuance of a Judicial Record Certificate shall be carried out in accordance with the provisions of points b and c, clause 2 of this Article.

Thus, from July 1, 2026, the procedure for requesting a criminal record certificate will be carried out as above.
