On November 29, 2024, the National Assembly voted to pass the Law on Fire Prevention, Fire Fighting and Rescue 2024 (Law on Fire Prevention and Rescue). The law takes effect from July 1, 2025.
Notably, the Law has added more specific and comprehensive regulations on fire prevention and fighting safety conditions for facilities.
Accordingly, the previously applied Fire Prevention and Fighting Law only regulates fire prevention and fighting safety conditions for some types and facilities, and has not yet covered all new types and facilities that are arising in practice.
Therefore, the Law on Fire Prevention and Rescue 2024 has been adjusted to more comprehensively regulate the requirements for fire prevention and fighting safety conditions for facilities; for specific conditions for each type of facility and construction, they must comply with the provisions of standards and technical regulations.
In addition, the Law on Fire Prevention and Control and Rescue specifically adds fire prevention and fighting safety conditions for houses and houses combined with production and business.
Accordingly, for housing (as stipulated in Article 20), additional specific regulations are provided, such as:
Must install and use electrical equipment to ensure fire safety conditions; arrange firewood, worship places, burn votive paper to ensure safety; do not leave flammable or explosive objects or substances near fire or heat sources;
There are fire prevention and fighting vehicles suitable to the ability and actual conditions to be ready for fire fighting and escape; arrange and maintain escape routes, emergency exits or walkways to ensure escape.
In particular, it is necessary to supplement regulations for houses in centrally-run cities that are located in areas that do not ensure traffic infrastructure or water sources for fire fighting according to the provisions of law and technical regulations in fire prevention and fighting activities, to be equipped with fire extinguishers, fire alarm transmission equipment connected to the database system on fire prevention and fighting, rescue and fire alarm transmission according to the roadmap prescribed by the Government.
For houses in other areas, it is recommended to equip fire alarm transmission equipment connected to the database system on fire prevention, rescue and fire alarm transmission.
For housing combined with production and business (as prescribed in Article 21), supplement specific regulations, as follows:
Fire safety conditions must be ensured as prescribed for the house.
In addition, no sleeping accommodation is arranged in the production and business area;
There are fire alarm devices, ventilation solutions, equipment to detect leaks of dangerous dangerous gas for fire and explosion in accordance with the functions and characteristics of housing combined with the production and trading of dangerous goods for fire and explosion;
The production and trading area of goods with fire and explosion risks must be prevented by the escape route of the residential area.
