From September 28, 2026, is it mandatory to receive pensions via VNeID?

Article 1 of Decree No. 320/2026/ND-CP (effective from September 28, 2026) stipulates the addition of Clause 12, Clause 13 after Clause 11 of Article 3 of Decree No. 69/2024/ND-CP stipulating electronic identification and authentication as follows:

12. Social security benefit accounts are identification information on the National Identification Application (VNeID), allowing electronic identity entities to integrate payment account information, electronic wallets, mobile money accounts to receive support, pensions, social security payments and legal funds.

Article 5 of Decree No. 320/2026/ND-CP amends and supplements Article 9 of Decree No. 69/2024/ND-CP as follows: State agencies, political organizations, socio-political organizations shall carry out the payment of support, pensions, social security payments and other legal funds from the state budget through transfer to social security benefit accounts on the National Identification Application; except in cases where beneficiaries have not created social security benefit accounts and do not have a written authorization to receive them, social security payments shall be carried out in other forms as prescribed.

Thus, from September 28, 2026, retirees who do not have social security benefits accounts on VNeID will still receive pensions through bank accounts or in the form of receiving cash.
