Clause 1, Article 34 of the Law on Public Employees 2025 (effective from July 1, 2026) stipulates that public employees are considered for exclusion, exemption, and reduction of responsibility in the following cases:

a) Has complied with regulations on authority, order, and procedures; has not been self-serving in the process of performing tasks but still caused damage for objective reasons;

b) Implement proposals on innovation and creativity that are permitted by competent agencies, organizations, and units and determined by competent authorities to have been implemented in accordance with the policy, with clear motives, for the common good.

c) Due to force majeure as prescribed by law;

d) Other cases as prescribed by law and regulations of competent authorities.

Thus, civil servants in the above cases are considered for exclusion, exemption, and reduction of responsibility.
