Article 34 of the 2025 Law on Civil Servants (effective from July 1, 2026) stipulates the exclusion, exemption, and reduction of liability for civil servants as follows:
1. Civil servants are considered for exclusion, exemption, or reduction of responsibility in the following cases:
a) Having complied with regulations on authority, order, and procedures; not seeking personal gain in the process of performing tasks but still causing damage for objective reasons;
b) Implement proposals on innovation and creativity that are permitted by competent agencies, organizations, and units and are determined by competent authorities to have implemented the policy correctly, with clear motives, for the common good;
c) Due to force majeure as prescribed by law;
d) Other cases according to the provisions of law and regulations of competent authorities.
2. The exclusion, exemption, and reduction of liability for public employees shall be carried out in accordance with relevant laws and regulations of competent authorities.
Thus, from July 1, 2026, civil servants will be considered for exclusion of responsibility in the above cases.
