The Lao Dong Newspaper Legal Consulting Office replied:
Clause 3, Article 37 of Decree 282/2025/ND-CP regulating administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025) stipulates acts of torture, mistreatment, beatings, threats or other intentional acts that harm health and life as follows:
3. Fine from 10 million VND to 20 million VND for one of the following acts:
a) Torture or abuse such as forced fasting, drinking, cold, torn clothes, not giving or limiting personal hygiene;
b) Using tools, means or other objects to cause injury to family members but not to the extent of criminal prosecution;
c) People who commit domestic violence do not promptly take victims of domestic violence to emergency care or treatment in cases where victims of domestic violence need to be treated promptly or do not care for victims of domestic violence during the time the victims of domestic violence are being treated for injuries caused by domestic violence, except in cases where victims of domestic violence, guards or legal representatives of victims of domestic violence refuse.
In addition to the fine, violators must also be subject to sanctions to remedy the consequences: Forced to publicly apologize when the victim of domestic violence has a request at a private home, workplace, other location or on the mass media for the violation of the provisions of Point a and b, Clause 3 above and forced to pay all medical examination and treatment costs for the use of tools, means or other items that cause injury to family members but not to the extent of criminal prosecution.
Thus, from December 15, 2025, a wife who abuses her husband, forces him to fast, or puts on a torn shirt can be fined up to 20 million VND.
