However, reality shows that cultural data is still scattered, Mr. Bui Hoai Son - Specialized Member of the National Assembly's Committee for Culture and Society said that Decree No. 277/2026/ND-CP on Digital Cultural Infrastructure, which has just taken effect, marks an important shift in management thinking. According to him, the breakthrough point of the decree is not only in promoting digital transformation, but also in establishing digital cultural infrastructure as a component of national development infrastructure.
For the first time, we see digital cultural infrastructure as a type of essential development infrastructure of the nation, similar to transportation infrastructure or energy infrastructure, rather than individual digitalization projects of each museum, library, locality or art unit" - Mr. Son emphasized to Lao Dong.
According to Mr. Son, when data is standardized and connected on the same infrastructure, the value of heritage will not only stop at preservation but also become a resource for creativity and development. This is also a premise for the cultural sector to shift from partial digital thinking to building a data ecosystem serving the cultural industry and creative economy.
The profound meaning of digital cultural infrastructure is to create a new chain of transformation: from cultural resources to data; from data to intellectual property; from intellectual property to creative products and services; and from these products to form economic value, national brand and Vietnam's soft power" - Mr. Son analyzed.
When cultural data warehouses are standardized and shared, they will be an important source of materials for cinema, music, publishing, design, video games, cultural tourism and many other content industries. Not only contributing to heritage preservation, data can also create new values, making culture a development resource.
To make digital cultural infrastructure truly effective, according to Mr. Son, along with investing in technology infrastructure, it is necessary to improve data standards, sharing and exploitation mechanisms, as well as policies on intellectual property rights, copyright and benefit sharing.
Only when data is operated synchronously, transparently and can be exploited effectively, will digital cultural infrastructure become a platform to promote cultural industry, creative economy and enhance Vietnam's soft power" - Mr. Son emphasized.
