The Central Government requires quantifying targets, improving the quality of living environment, and having at least 80% of days of good and average air quality in special urban areas.

On the morning of July 29, the Politburo organized a national conference to study, study, thoroughly grasp and implement the Resolution of the 3rd Conference of the 14th Party Central Committee.

At the conference, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc reported on the key contents of the conclusion of the 14th Party Central Committee on environmental protection and proactive response to climate change in the new era.

The Standing Deputy Prime Minister clearly stated that environmental protection and proactive response to climate change are particularly important tasks directly related to people's lives, livelihoods and sustainable development.

Regarding the viewpoint, environmental protection and response to climate change must be placed in the overall mindset and new vision, which is the foundation for green transformation, improving the quality of growth, competitiveness, and a new driving force for the development of the economy.

Environmental protection and response to climate change are the responsibilities and obligations of the entire political system, organizations, businesses, communities and each citizen. Putting people and the quality of life of the people at the center of all development decisions.

Development orientation planning must be within ecological limits, environmental load-bearing capacity; shift from response thinking to development creation, from administrative management to modern governance based on data and risk levels.

Proactively prevent, strictly control, and warn early and remotely about the risk of pollution, degradation, and environmental incidents; focus on overcoming and handling pressing issues and environmental hotspots; conserve biodiversity and restore natural ecosystems.

Regarding the goals, by 2030, the ability to withstand and adapt to climate change and natural disasters will be improved, better protecting the lives, health, property, and livelihoods of the people.

Serious environmentally polluted areas must be focused on handling and restoring; the quality of people's living environment is substantially improved; biodiversity decline is prevented, towards ecological balance.

Large sources of emissions must be strictly controlled; promote green, circular, low-carbon economic development associated with model innovation and improving the quality of economic growth, ensuring environmental security and sustainable development.

Vision to 2045, Vietnam aims for a healthy living environment, harmony with nature, sustainable development; modern environmental management system; effective adaptation to climate change.

The Central Government has identified key targets for the period 2026-2030 that comprehensively cover both environmental protection and response to climate change. These targets focus on key commitments such as:

Ensure a minimum spending level of 2% of the total annual state budget expenditure for environmental protection.

Strictly control wastewater sources with the requirement that 100% of large wastewater and emissions are automatically and continuously monitored.

Detailed quantification of objectives, improving the quality of living environment, having at least 80% of days of good and average air quality in special urban areas.

To realize the goals, the Central Government identified 9 groups of tasks and solutions.

First, strengthen the Party's leadership, raise awareness and social responsibility.

Second, improve institutions, tighten discipline and improve implementation effectiveness.

Third, mobilize, allocate and use resources effectively.

Fourth, solve pressing environmental issues, strictly control pollution sources.

Focus on solving air pollution in special urban areas; pollution in river, canal, ditch, and lake basins; pollution in craft villages, industrial clusters, mineral exploitation areas and areas of chemical and pesticide residues.

Fifth, nature conservation, biodiversity and efficient use of resources.

Sixth, proactively adapt to climate change, minimize natural disaster risks.

Seventh, promote green transformation, circular economy and greenhouse gas emission management.

Eighth, develop science, technology, digital transformation and human resources.

Ninth, promote cooperation and international integration.
