Sharing his feelings when working with the state press management agency for the first time, the Department of Journalism - Ministry of Culture, Sports and Tourism, Minister Nguyen Van Hung emphasized that immediately after receiving the status quo of 5 units under the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism held a meeting in March to deploy the work and had a plan to work with the newly merged units to the Ministry soon. Assessing that press management is a difficult field, the Minister emphasized that with the spirit of always promoting efficiency without interruption, whether merging or not, the Minister hopes that the Department will continue to promote efficiency and complete its tasks well.
Reporting at the meeting, Director of the Press Department Luu Dinh Phuc said that the Press Department is an administrative organization under the Ministry, performing the function of advising and assisting the Minister in state management and enforcement of laws in the field of print and electronic newspapers, including: print newspapers, print magazines, electronic newspapers, electronic magazines, newsletters, newsletters, and special issues.


The Department has been established for nearly 22 years, once an agency of the Ministry of Culture and Information, then transferred to the Ministry of Information and Communications and now returned to the Ministry of Culture, Sports and Tourism. In the new ministry with the function of state management of Culture, Sports and Tourism, in which culture is identified as the foundation, sports are health and tourism is sustainable development. From there, the Department has also determined to be steadfast in its goals, determined in action, correct in choosing key tasks, and creating breakthroughs in work.
The Director of the Press Department said that with new guiding viewpoints, the press in the new period also needs to determine to use culture as a foundation, create consensus in society, arouse the desire for prosperity and happiness, build Vietnamese people with the will to rise up, self-reliance, and self-reliance. Regarding state management of the press, it is also necessary to build a streamlined, efficient, effective, and efficient press team, performing well the function of leading and orienting public opinion.

Providing a panoramic view of the national press, Director Luu Dinh Phuc informed that as of December 2024, the country had 812 newspapers and magazines. In terms of human resources, up to now, there are about 41,000 people working in the press sector (including the PTTH sector), of which about 21,000 journalists have been granted practice cards). In terms of press economy, in 2024, the revenue of newspapers, print and electronic magazines is estimated to reach VND 8,080 billion, down about 6.1% compared to 2023.
Regarding the work of advising on institutional and policy development, the Department is drafting the Press Law (amended) to submit to the National Assembly at this year's session; developing a Decree on copyright in the field of journalism; completing the Planning of the network of press facilities, radio, television, electronic information, publishing facilities for the period 2021-2030, vision 2050; implementing the Prime Minister's Digital Transformation Strategy to 2025, with a vision to 2030...

When transferred to the new Ministry with new functions and tasks, the Press Department will carry out many tasks in 2025, with priority given to support, contributing to promoting the development of the fields of culture, sports and tourism. From there, the whole Ministry joins hands, contributing to the cause of national construction and development, ready to enter a new era, an era of national growth.

The Department will also continue to carry out orientation tasks for news agencies and press agencies to promote activities to celebrate major holidays in 2025; effectively carry out activities according to their functions and tasks such as granting and exchanging press cards for the 2026-2030 period for 21,000 journalists; granting licenses and exchanging press operating licenses to agencies to streamline the apparatus; agreeing to appoint leaders of press agencies; carrying out inspection and examination activities; organizing a Conference to summarize the implementation of Decision No. 362/QD-TTg dated April 3, 2019 of the Prime Minister on the National Press Development and Management Plan to 2025 (May 2025); promoting digital transformation of the press and developing the press economy...
In addition to the advantages of the attention of the Party and State leaders, the leaders of the Ministry of Information and Communications and now the leaders of the Ministry of Culture, Sports and Tourism, Director Luu Dinh Phuc also highlighted the difficulties, obstacles and proposals and recommendations to the leaders of the Ministry of Culture, Sports and Tourism.
Journalism management is to create development
Speaking at the meeting, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh said that with a history of more than 20 years, when the Press Department was transferred to the Ministry of Culture, Sports and Tourism, the Ministry's leaders were very interested. The Ministry also held a conference to implement Resolution 43 of the Government regulating the functions, tasks and powers of the Ministry of Culture, Sports and Tourism, in which Minister Nguyen Van Hung paid special attention and gave many instructions on press work.

Also at the meeting, Deputy Minister Phan Tam reiterated the assessments of the leaders of the Ministry of Information and Communications when the Press Department was still under the Ministry: The Department is a strong collective, solid in expertise, a united collective, civil servants with a high sense of responsibility and innovation. Therefore, although the force is small, the Department has completed its tasks well in one field, as Minister Nguyen Van Hung said, which is full of difficulties.
The Department has also contributed to promoting the development of the press, the role of the press has been enhanced more than before, especially in policy communication work, arousing the aspiration to build a prosperous and happy country. The achievements and results of the Department have been recognized and highly appreciated by leaders of the Party, State, and Central Propaganda Department. Deputy Minister Phan Tam also believes that in the coming time, when the Press Department returns to its roots, the Ministry of Culture, Sports and Tourism, the Department will promote and better complete its tasks.

Appreciating the achievements and results that the Press Department has achieved in state management of the press in recent times, as stated by the leaders of the Ministry of Culture - Information, the Ministry of Information and Communications over the periods, Minister Nguyen Van Hung said that since its establishment, the Press Department has made great strides, performing well the function of state management in the press. Thereby helping the Vietnamese Revolutionary press become an official flow, transmitting positive energy, creating unity and solidarity to successfully implement the Resolutions and policies of the Party and State, the spirit of Marxism-Leninism, and Ho Chi Minh's ideology.
The Minister also assessed that the staff is not yet large but the Department has completed a large amount of work, helping to perfect the legal framework for journalism so that the advisory documents have a "life" and a longer duration in time. The Department has also handled violations and violations in the field of journalism well to make press agencies operate in accordance with their principles and purposes.

Sharing the difficulties in state management of the press, especially in the context of the development of science and technology and social networks such as football, the desires of society are also increasingly higher, with the spirit of looking back to go further, the Minister hopes that those efforts will continue to be promoted to contribute to better implementation of the state management function of the Ministry.
Regarding the tasks to be implemented in 2025, the Minister directed that the Department must focus on institution building because the whole of the institution as General Secretary To Lam said is "the bottleneck of bottlenecks". When developing the Law and legal documents, the Department needs to conduct in the spirit of not banning but creating for development.

In the process of developing the Law, it is necessary to grasp practical knowledge, listen in many aspects, absorb and supplement the spirit of Resolution 57-NQ/TW on breakthrough development of science, technology, innovation and national digital transformation into the Press Law.
In the coming time, the Department needs to urgently complete the draft Press Law (amended) to submit to the Ministry's leaders for consideration and soon complete the Press Planning and Press Network Planning; promote policy communication; digital transformation in the field of journalism; strengthen inspection and examination of press activities. At the same time, advise the leaders of the Ministry to clarify the functions between press management agencies and between the Department and the governing agencies of press agencies.

The Minister also requested the Press Department to continue to streamline the apparatus in the spirit of Resolution 18 on the arrangement and organization of the apparatus, avoiding leaving state agencies as safe shelters for weak civil servants... The Minister hopes that as the state management agency of the press, the Press Department should organize a press award worthy of quality, encourage and motivate the spirit of press agencies and journalists participating.
As the state management agency of the press, the Minister directed that the Press Department soon develop a plan to celebrate the 100th anniversary of the Vietnamese Revolutionary Press. At the same time, he hoped that the Department would have a new spirit, new confidence, and new aspirations to contribute with the entire Ministry, firmly entering a new era, an era of prosperity, prosperity, and happiness for the nation.
