Budget spends more than 234 billion VND to repair relics
The project to invest in building, repairing and restoring the Ben K15 relic complex was approved by Hai Phong City People's Committee in decision 2381/QD-UBND dated July 12, 2024.
The total investment of the project is 234,539,000,000 VND from the city budget, implemented in the 2019-2026 period. The city invests in construction, restoration and overall embellishment of Ben K15 relic area on an area of about 2.28 ha, including the main items: restoration, embellishment, overall construction of the relic area; entrance gate to the relic area; memorial; square yard; pier combined with flying lanterns; Temple of heroic martyrs; simulation of unnumbered ships and soldiers, Relief of General Vo Nguyen Giap with the Navy force; management house combined with ceremonial house; sea encroachment embankment, electricity supply and drainage infrastructure system, parking lot, landscape walking paths, green tree system... and auxiliary works.

The project's objective is to preserve, restore and promote the value of the Special National Historical Relic Ben Tau K15; build synchronously in terms of architecture and landscape to show gratitude to heroes and martyrs, which is a place of political, cultural and tourism activities of Hai Phong City and the whole country; contributing to educating revolutionary traditions, patriotism, and national pride for the young generation, promoting socio-economic development of the locality.
Some finishing items in March
According to the Hai Phong Transport Construction Investment Project Management Board (the investor), after being handed over the site (April 9, 2025), the project has been started. By March 19, the contractor is deploying construction to complete technical infrastructure items, and the project is expected to be completed by April 2026.
The contractor Hoang Kim Construction and Trading Joint Stock Company has basically completed the leveling, foundation treatment and embankment protection, reaching nearly 100% of the contract value.

The units have also completed the renovation of the memorial; are deploying construction to repair the pile yard, striving to complete it by March 31, 2026. The art items of Relief of General Vo Nguyen Giap with the Navy and Simulation of No Number Ships and soldiers have now reached 95% of the contract value, and construction is expected to be completed by March 31, 2026.
Minh Duc 68 Joint Stock Company is constructing the Temple of Heroes and Martyrs, Nam Hai Temple, the Management Board House combined with the ceremonial house is also basically completed. The contractor is carrying out completion work of installing worship furniture and cleaning, expected to "reach the finish line" on April 15, 2026.
Auxiliary works (relic beaches, four-pillar gates, square yards, walking path yards, green trees, lighting, toilets) and infrastructure works (stone railings, traffic roads, water supply and drainage, electricity supply, green trees, landscapes...) are also striving to be completed on April 10, 2026.

Also according to Do Son ward, according to the plan, the Ho Quoc Tieu Tai Great Ceremony, praying for peace, and praying for the souls of martyrs of natural disasters and floods is expected to take place in 5 days, from March 29 to April 3 at Ben K15 Memorial with the participation of about 100-200 monks and nuns and about 500 Buddhists inside and outside the city.
The organization of the Great Ceremony at the special national relic site Ben Tau Khong So K15 not only has profound spiritual significance but also contributes to spreading the historical value of the "red address" Ben K15. Thereby, attracting people, Buddhists and tourists to attend, offer incense in gratitude and learn about the heroic pages of the Ho Chi Minh Trail at sea.
Do Son Ward has also surveyed the actual area for organizing the Great Ceremony, inspected the conditions for the organizational ground, ceremony space to ensure security and order, environmental sanitation, infrastructure serving rituals and the reception of monks, nuns, and Buddhists.
