On October 5, the Ministry of Culture, Sports and Tourism issued Official Letter No. 5255/VHTTDL-VHCSGTV to the Central Propaganda and Mass Mobilization Commission; the National Assembly's Committee on Culture and Society; Ministries, ministerial-level agencies, and agencies under the Government; People's Committees of provinces and centrally run cities on stopping the organization of the Conference to summarize the Project on Developing Reading Culture in the Community and summarize the Digital Transformation Program in the field of libraries.
On September 26, 2025, the Ministry of Culture, Sports and Tourism issued Invitation No. 261/GM-BVHTTDL on inviting to attend the Conference on summarizing the Project on Developing Reading Culture in the Community and summarizing the Digital Transformation Program in the library sector for the period 2021-2025, scheduled to be held in Da Nang city from October 8 to 9, 2025.
Based on the Prime Minister's Official Dispatch No. 186/CD-TTg dated October 4, 2025 on proactive response to storm No. 11 in 2025; considering the actual situation, especially the risk of natural disasters and floods caused by storm No. 11 in some localities, posing great safety risks to delegates attending and organizing; to ensure absolute safety and storm prevention and control work according to the direction of the Prime Minister, the Ministry of Culture, Sports and Tourism decided to stop organizing the Conference to summarize the Project on Developing Community Reading Culture and Record the Digital Transformation Program in the field of the library for the period 2021 - 2025 scheduled in Da Nang City from October 8 to 9, 2025.
