According to the report of the Phu Tho Provincial Department of Construction on investment preparation, adjustment of construction planning to expand Hung Vuong Square area and Hung Vuong Tower selection, the Hung Vuong Tower construction plan is studied and planned on an area of about 5.93ha.
According to records of Lao Dong Newspaper reporters in mid-April, the planned construction area of Hung Vuong Tower is located in the center of Viet Tri city in the past, adjacent to 2 main roads, Hung Vuong Avenue and Tran Phu Street.

Around this place are Hung Vuong Square, Labor Culture House, Phu Tho Provincial Art and Culture House, Vincom Plaza Viet Tri Shopping Center, Muong Thanh Viet Tri Hotel; and many headquarters of regional and Phu Tho provincial agencies...
This is the old Central Market area, belonging to the 1/500 Detailed Plan of Hung Vuong Square and Viet Tri City General Service Center (old), the land plot is established as mixed residential land (area 19 793.9m2, construction density 42.6%, maximum height 33 floors, land use coefficient 13 times).

Mr. Nguyen Trong Hao - a resident of Thanh Mieu ward - shared: "This land area is located in the center, has been abandoned for many years, if in the future the state builds a symbolic, public project to serve the people, we will strongly support it".
However, according to the Phu Tho Provincial Department of Construction, the project implementation faces some difficulties and obstacles due to the relocation of many subjects including: Business households in the old Central Market area; households living along the Hanoi - Lao Cai railway axis; building of the headquarters of Phu Tho Customs and Telecommunications Sub-Department.

The plan to organize the Hung Vuong Tower architectural design competition will be implemented after the planning projects are approved and there is a decision approving the investment policy for the Hung Vuong Square expansion project.
According to Vice Chairman of Phu Tho Provincial People's Committee Vu Viet Van, the project implementation is the province's determination that has been determined in the Resolution of the Provincial Party Congress with the goal of completion before 2030; at the same time, it is a project of national stature, creating a highlight of the province's cultural and architectural space, so the scale must be commensurate, and the implementation must be discussed and carefully calculated.
The Vice Chairman of the Provincial People's Committee assigned the Department of Construction to urgently adjust and complete the general plan; coordinate with departments, branches, and localities to have plans for the construction locations of agencies and businesses that must be relocated, in which proactively prepare estimates as well as arrange resettlement for households that must be relocated to ensure harmony.
At the same time, closely coordinate with the Department of Culture, Sports and Tourism regarding the Hung Vuong tower architectural competition; on that basis, the Phu Tho Regional Project Management Board will implement the following tasks, ensuring that the project is completed and put into use before 2030.
