The windy Kien is a unique traditional cultural feature of the Dao Thanh Phan people of Dong Van commune. The festival is held annually on the 4th day of the 4th lunar month, and has long become a typical cultural event, attracting a large number of people and tourists from all over the world.
According to customs, on the Day of the Wind Festival, Dao people leave their homes very early so that the wind ghost can enter the house, bringing the bad luck, luck, and risks of the old year, while bringing luck, prosperity, and prosperity to the new year.

On this day, the Dao people temporarily put everything in order, released buffaloes to the forest and together "swing the spring rolls" - meaning "going to the market on the 4th of the 4th lunar month".
Ms. Ly Thi Hanh, a resident of Khu Cho village, Dong Van commune, shared: "On this day, from 5am, all family members quietly left the house, bringing phones and money. Everyone makes appointments to meet friends and relatives for breakfast, drink alcohol and go out. The children also participated happily. After finishing the meal, the whole family went to the market to buy new things, maybe clothes or some necessary items for the family."
On May 1, 2025, Binh Lieu district held a ceremony to announce and receive the Decision of the Minister of Culture, Sports and Tourism to include "Shu Kieng Gio of the Dao people" of Dong Van commune in the National Intangible Cultural Heritage List, and at the same time organize the opening ceremony of the 2025 Giai Gio Festival.

Mr. Pham Duc Thang - Chairman of Binh Lieu District People's Committee - said: "Shu Jiang becoming a National Intangible Cultural Heritage is not only a great honor but also a responsibility for local authorities and people in preserving and promoting traditional cultural values.
In the coming time, the district will closely coordinate with the Department of Culture, Sports and Tourism and specialized agencies to develop a systematic and scientific conservation plan for wind turbine. In particular, preservation will be associated with the development of community tourism to create livelihoods and increase income for the people".
Binh Lieu District also encourages the Dao ethnic community to actively participate in preserving, teaching, performing and promoting the wind Kieng concerts, so that this ceremony is not only vivid in the present but also inherited and developed sustainably through generations.
Not only has spiritual meaning, the Wind Kinh also contains a profound message about the harmony between humans and nature, between the real world and the invisible world. This is a way for the Dao community to strengthen trust, connect affection, and maintain solidarity through many generations.
