On May 17, Politburo member and National Assembly Chairman Tran Thanh Man signed to certify Resolution No. 196/2025/QH15 on adjusting and supplementing the state budget estimate for 2025.
The National Assembly adjusts and supplements the central budget estimate for 2025 to pay regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the apparatus as prescribed in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government, according to the mechanism for implementing salary reform.
Accordingly, using the salary reform budget to adjust the central budget's 2024 basic salary with a surplus transferred to 2025 of VND 15,710 billion to help the Government supplement the spending estimate for ministries, central agencies and localities to carry out tasks.
Supplement the central budget revenue estimate for 2025 of VND 28,290 billion from the central budget's salary reform accumulation source, and at the same time, supplement the corresponding central budget expenditure estimate for 2025 so that the Government can supplement the expenditure estimate for ministries, central agencies and localities to carry out tasks.
In case the arising funding demand exceeds the prescribed total, the Government is allowed to use the central budget's salary reform accumulation to implement.
The National Assembly also resolved to transfer the remaining VND6,623 billion from the central budget regular expenditure estimate for 2024 not yet allocated to 2025 to implement the tuition exemption policy, carry out tasks arising from the arrangement and consolidation of the apparatus according to the approval of competent authorities (in addition to paying regimes and policies for cadres, civil servants, public employees, and workers).
Arrange state budget expenditure in 2025 for science, technology, innovation and national digital transformation to meet the requirements of Resolution No. 57-NQ/TW, Notice No. 01-TB/BCDTW and Notice No. 03-TB/BCDTW on the development of science, technology, innovation and digital transformation.
In case, after using the central budget revenue in 2024, according to the decision of the Standing Committee of the National Assembly but it has not yet ensured the arrangement of at least 3% of the State budget expenditure in 2025 for the prescribed task, allowing the Government to adjust and arrange within the central budget estimates in 2025 have not been allocated at the beginning of the year to implement.
This Resolution was passed by the National Assembly on May 17 at the 9th Session.
