Decentralization of culture and sports
The Decree clearly states that the permission to organize the preparation of a dossier to request UNESCO to support the protection of heritages listed in the List of Emergency Protections from the Intangible Cultural Heritage Protection Fund of the 2003 Convention on the Protection of Intangible Cultural Heritage as prescribed in Clause 5, Article 18 of the Law on Cultural Heritage shall be decided by the Minister of Culture, Sports and Tourism based on the proposal of the Chairman of the Provincial People's Committee.
The receipt of notices of establishment, merger, consolidation, division, separation, dissolution, and termination of specialized libraries at the central and provincial libraries is regulated in Point a, Clause 5, Article 23 of the Law on Literature and is implemented by the Provincial People's Committee.
The organization of Phu Dong Sports Festival nationwide for students is stipulated in Point b, Clause 1, Article 13 of the Law on Physical Education and Sports, amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports decided by the Minister of Education and Training.
The organization of a National Sports Festival prescribed in Clause 1, Article 38 of the Law on Physical Education and Sports is amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports decided by the Minister of Culture, Sports and Tourism.
Decentralization of the tourism sector
According to the Decree, the recognition of tourist areas located in areas with 02 or more provincial-level administrative units as prescribed in Clause 3, Article 28 of the Law on Tourism shall be decided by the Minister of Culture, Sports and Tourism.
The permission to establish a representative office in Vietnam for foreign tourism agencies, international and regional tourism organizations specified in Point b, Clause 3, Article 69 of the Law on Tourism shall be decided by the Minister of Culture, Sports and Tourism.
Decentralization of press and publishing
The Decree stipulates that the approval of changes to the content stated in the printing press operation license, printing magazine operation license, electronic newspaper operation license, electronic magazine operation license, electronic newspaper and printing magazine and electronic magazine operation license for local press agencies as prescribed in Clause 3, Article 20 of the Press Law shall be implemented by the Provincial People's Committee.
The granting of a License for Publishing Additional Press publications and phuots; a License for amending and supplementing a License for Publishing Additional Press Publications and phuots; a Document approving changes in the content of the License for Publishing Additional Press Publications and phuots as prescribed in Articles 20 and 31 of the Press Law shall be implemented by the Provincial People's Committee.
The registration of the list of imported press prescribed in Clause 3, Article 54 of the Press Law shall be carried out by the People's Committee at the provincial level where the press import facility is headquartered or where the press import border gate is located...
Decentralization in the fields of culture, sports and tourism
According to the Decree, the recognition of traditional days of ministries, branches and provinces is stipulated in Clause 2, Article 5 of Decree No. 111/2018/ND-CP dated August 31, 2018 of the Government regulating the date of establishment, traditional days and response days of ministries, branches and localities decided by Ministers, Heads of branches and Chairmen of Provincial People's Committees.
The reception of festival registration is regulated in Clause 1, Article 9 of Decree No. 110/2018/ND-CP dated August 29, 2018 of the Government regulating the management and organization of festivals by the People's Committee of the province where the festival is held.
Receiving notices of festival organizations of foreign origin is organized annually as prescribed in Clause 1, Article 14 of Decree No. 110/2018/ND-CP by the People's Committee of the province where the festival is held.
The decision to organize fireworks display as prescribed in Clause 7 and Clause 8, Article 11 or change the range and duration of fireworks display as prescribed in Clause 2, Article 12 of Decree No. 137/2020/ND-CP dated November 27, 2020 of the Government on the management and use of fireworks is amended and supplemented by Decree No. 56/2023/ND-CP dated July 24, 2023 of the Government decided by the Chairman of the Provincial People's Committee.
