On the afternoon of August 13, in Hanoi, the Ministry of Culture, Sports and Tourism (MOCST) held a launching ceremony, announcing and presenting a Handbook on guiding the implementation of decentralization tasks and assigning authority to commune-level People's Committees in the fields of culture, sports and tourism.
Attending the launching ceremony were Deputy Minister of Culture, Sports and Tourism Phan Tam; leaders of relevant Departments, Departments, units and leaders of the Culture, Sports and Tourism sector of a number of localities.
Mr. Phan Tam - Deputy Minister of Culture, Sports and Tourism said that the handbook was compiled in a concise and clear manner, closely following the tasks assigned by the People's Committees at the commune and provincial levels according to current regulations.

The contents are all aimed at quick lookup and immediate application, from granting certificates to public e-game service providers to handling procedures related to libraries, festivals and many cultural, sports and tourism activities. In particular, in addition to the paper printing, the Ministry will publicize the electronic version on the Ministry's Electronic Information Portal.
The content of the handbook consists of 5 chapters, guiding the contents of tasks, procedures for performing tasks that are decentralized, assigning authority to the People's Committee and Chairman of the People's Committee at the commune level to carry out a number of activities in the fields of culture, sports, tourism and information.
The book has been published by Ethnic Culture Publishing House, including printed books and electronic books through 2 platforms nxbvanhoadantoc.vn and sachdientu.vn.
According to Mr. Pham Cao Thai - Head of the Legal Department, Ministry of Culture, Sports and Tourism, the published handbook has fully stated specific contents, clearly stating which tasks belong to the commune level, especially for people who are the easiest to look up and access. The handbook has compiled all 19 new tasks that the commune level will have to implement.

The leaders of the Ministry of Culture, Sports and Tourism also requested that units under the sector, the Departments of Culture, Sports and Tourism of provinces and cities proactively post on local information channels and official social networks so that all cadres of communes can access them anytime, anywhere with computers, mobile phones, etc., more conveniently and flexibly.
Commune-level People's Committees need to carefully research and flexibly apply according to local actual conditions; at the same time, boldly propose and reflect the remaining problems so that all levels and sectors can promptly resolve them.
