On July 30, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting with the Document Subcommittee, the Standing Committee of the Socio-Economic Subcommittee, the Standing Committee of the Party Charter Committee of the 14th National Party Congress and the Standing Committee of the Steering Committee to summarize 40 years of innovation on draft documents submitted to the 14th National Party Congress.
Also attending the meeting were Politburo member and Prime Minister Pham Minh Chinh.
At the meeting, delegates gave their opinions on the completion of the draft Documents submitted to the 14th National Party Congress, including: Political Report; Summary Report of 40 years of innovation; Summary Report of 15 years of implementing the Party Charter.

Concluding the working session, the General Secretary stated that after receiving the opinions at the meeting, he had met all the conditions to send them to the Party congresses at all levels to participate in giving opinions. At the same time, this is also an important document for all levels and sectors to serve as a basis for developing, supplementing, and perfecting Party Congress documents at their level.
To implement the next steps, the General Secretary requested the Standing Committee of the Editorial Team, the Document Subcommittee, the Party Charter Subcommittee of the 14th National Party Congress and the Steering Committee for summarizing 40 years of innovation to urgently complete the draft report on documents, on the basis of fully accepting the opinions of the Politburo, the Secretariat, and the opinions in the meeting, ensuring the document is concise, concise, easy to understand, easy to remember, easy to implement, carefully review the sentences and expressions, to report to the Standing Committee of the Secretariat for consideration; coordinate with the Central Office to send this document to units and localities on July 31, 2025.
The General Secretary noted that although these documents have been completed a step further, there is still a lot of work to be done to ensure that the documents are of high quality, truly a beacon for the road and a handbook for action for the entire Party.
In the coming period, in parallel with sending comments to Party congresses at all levels, the Standing Committees of the Subcommittees and Steering Committees will continue to proactively research, review, update, supplement and complete draft documents. This process must be done regularly and continuously until the documents are approved by the Congress for organization and implementation.
The General Secretary requested the Standing Committee of the Socio-Economic Subcommittee to coordinate with the Government Party Committee to direct the Party Committee of the Ministry of Finance to review the contents of the report, especially the action program to implement the Resolution of the 14th National Party Congress, calculate the ability to mobilize resources, the ability to meet capital sources, and conditions for implementation.
Many projects, works and works mentioned in the program must be preliminarily calculated on implementation conditions; it is necessary to clearly identify which work should be done first, which work should be done later, bring efficiency and must take into account the factor of stable development.
Some key projects with leading characteristics must be prioritized, avoiding the situation of setting out too many projects but the resources cannot meet or do not meet general requirements. This is an important content to ensure the feasibility and action of this document.
The Central Party Office coordinates with agencies to continue reviewing the contents of the new political report, along with action programs to report to competent authorities to direct the implementation of tasks and contents that can be implemented in 2025 and create a foundation for immediate implementation after the congress approves.
