The Ministry of Culture, Sports and Tourism has issued Circular No. 10/2025/TT-BVHTTDL on guiding the functions, tasks, and powers of the Department of Culture, Sports and Tourism, the Department of Tourism under the Provincial People's Committee and the Department of Culture - Social Affairs under the Commune People's Committee in areas under the state management of the Ministry of Culture, Sports and Tourism.
The Circular takes effect from July 1, 2025.
Accordingly, the Department of Culture, Sports and Tourism is a specialized agency under the Provincial People's Committee performing the function of state management of: Culture; family; physical education, sports; tourism; press; publishing, printing, distribution; radio and television; electronic information; news; basic information and foreign information; advertising; the use of the National Flag, National huyen, National Anthem and portrait of President Ho Chi Minh.
For localities with the Department of Culture and Sports, the Department of Tourism, the Department of Culture and Sports are specialized agencies under the Provincial People's Committee, performing the function of state management of: Culture; family; physical education, sports; press; publishing, printing, broadcasting; radio and television; electronic information; news; basic information and foreign information; advertising; the use of the national flag, national emblem, national anthem and portrait of President Ho Chi Minh.
The Department of Tourism is a specialized agency under the Provincial People's Committee, advising and assisting the Provincial People's Committees in performing the function of state management of tourism.
The Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism have legal status, have their own seal and account according to the provisions of law; are under the direction and management of the organization, staffing and work of the Provincial People's Committee, and are under the direction and inspection of expertise and profession of the Ministry of Culture, Sports and Tourism.

The Department of Culture - Social Affairs performs the function of advising and assisting the People's Committees at the commune level in performing the function of state management of: Culture; family; physical education, sports; tourism; advertising; television broadcasting; press; basic information; foreign information (the performance of the function of state management of other sectors and fields is stipulated in the Circular of the Minister of Industry and field management).
The Department of Culture - Social Affairs is under the direction, inspection and guidance on professional expertise of the Department of Culture, Sports and Tourism or the Department of Culture and Sports, the Department of Tourism.
