The Ministry of Culture, Sports and Tourism requests the People's Committees of Thanh Hoa, Hue, and Ninh Binh provinces and cities to direct competent authorities and local authorities to strengthen management, protection, and promotion of the value of historical - cultural relics and scenic spots.
Localities are required to comply with the provisions of the law on cultural heritage and international treaties in the UNESCO Conventions that Vietnam has signed regarding world cultural and natural heritage.

At the same time, promote propaganda and education to raise awareness and appreciation of relic protection in the community.
Localities need to prepare well the conditions (finance, human resources, databases, etc.) to ensure decentralized state management activities to protect and promote the value of cultural heritage in general and relics in particular.
The project has a plan to organize the implementation of the Law on Cultural Heritage to ensure timeliness, unity and effectiveness.
Organize propaganda, dissemination, and training for cadres working in the management of sectors and fields under the regulation of the Law on Cultural Heritage of localities, people, and enterprises on new regulations of the Law and documents detailing the implementation of the Law.
