Along with the ceremony to receive the title of Special National Monument, the traditional Tu Luong Xam festival was also opened, lasting from January 16 to 18 this year.
Attending the ceremony were Mr. Le Thanh Long, Member of the Party Central Committee, Deputy Prime Minister; Mr. Ho An Phong, Deputy Minister of Culture, Sports and Tourism, along with representatives of ministries, branches, localities and tens of thousands of local people attending the festival.

At the ceremony, Deputy Prime Minister Le Thanh Long and Deputy Minister of Culture, Sports and Tourism Ho An Phong awarded the certificate of special national relic ranking for Tu Luong Xam relic cluster - Ngo Quyen's headquarters in 938 to representatives of Hai Phong city leaders, the Department of Culture, Sports and Hai An district.
Speaking at the ceremony, Deputy Minister of Culture, Sports and Tourism Ho An Phong said that the Bach Dang River a thousand years ago marked three great victories over invaders in 938, 981 and 1288. From Luong Xam, the land that King Ngo Quyen once chose to build his headquarters, build the Vanh Kieu citadel, and erect a stake field on the Bach Dang River, contributing to the glorious victory over the Southern Han army in 938, opening the era of autonomy, resuming national unity for the Vietnamese people.

The Tu Luong Xam historical site - Ngo Quyen's headquarters in 938 has a special position in the system of relics worshiping King Ngo Quyen in Hai Phong City. Along with relics and antiquities such as royal decrees, stone steles, worship objects, and architectural structures, it is clear evidence of the history of existence and development of the relic over many centuries, becoming a unique and typical cultural destination for the local community and tourists.
To preserve and promote the sustainable value of the Tu Luong Xam special national relic and the Tu Luong Xam Festival, on this occasion, the Ministry of Culture, Sports and Tourism requests Hai Phong city and Hai An district to pay attention to directing: Deploying the master plan for relic conservation; implementing the placement of boundary markers of the relic protection area in the field; developing a plan for relic maintenance, restoration and embellishment; implementing the Project to preserve and promote the value of the Tu Luong Xam Festival heritage; widely propagating the historical, cultural, scientific and aesthetic values of the relic; the good values of the Festival in the cultural life of the community, fostering national pride, educating patriotic traditions; becoming an attractive tourist destination for domestic and foreign visitors.

Before that, at 5:00 p.m. the same day, the traditional procession included 7 groups: Luong Xam procession, Xam Bo procession from Nam Hai ward and the processions from Dang Hai, Trang Cat, Dong Hai 1, Dong Hai 2, Dang Lam wards with full sacrificial objects and instruments; Each procession had up to hundreds of people including elders, young men, young women, and people from the localities.
The historical site of Tu Luong Xam area - Ngo Quyen's headquarters in 938 is a national historical site, now located in Luong Xam village, Nam Hai ward, Hai An district, Hai Phong city.

In 1986, the Ministry of Culture (now the Ministry of Culture, Sports and Tourism) decided to rank the temple as a national historical relic with the name: Tu Luong Xam historical relic area - Ngo Quyen's headquarters in 938, Nam Hai commune, An Hai district. On January 17, 2025, the Prime Minister ranked the Tu Luong Xam historical relic cluster - Ngo Quyen's headquarters in 938 as a special national relic. In 2022, the Minister of Culture, Sports and Tourism decided to include Tu Luong Xam Festival in the List of National Intangible Cultural Heritage.
