According to the Prime Minister, we have just ended 2025, term 2021-2025 with comprehensive success in all fields and all of our people celebrate the traditional Tet of the nation joyfully and safely, together at the same pace of aspiration to act to bring the country into a new era.
Overall assessment, the Prime Minister pointed out 5 outstanding bright spots of the sector in the past year.
Firstly, cultural and festival activities are managed and organized in accordance with legal regulations, in accordance with the Party's guidelines and policies; imbued with the heroic cultural and historical traditions of the nation; with many new and creative points from the grassroots level, strongly oriented towards the people.
Second, information and communication activities took place effectively, contributing to creating a joyful and excited atmosphere; consolidating people's trust; ensuring social stability throughout the past time, especially throughout the term.
Third, sports activities are comprehensive and effective, meeting the needs of people's entertainment and health training, multipliing the country's atmosphere in the new spring.
The Prime Minister acknowledged that sports are being invested in methodically but need more effort and investment. The Prime Minister was pleased that many large projects such as the stadium in Hung Yen, the Olympic sports complex in Hanoi, Rach Chiec area (HCMC)... are being built, on that basis, Vietnamese sports needs to look far, wide, think deeply, and do big to reach the world level, towards hosting major events such as the World Cup.
Fourth, unique and meaningful cultural and artistic programs are organized throughout the country, contributing to improving the spiritual life of the people and promoting the beautiful image of the country and people of Vietnam to the world.
Fifth, the tourism sector is recovering and flourishing, creating momentum, creating momentum and strength for rapid and sustainable development towards multi-industry, multi-specialty and market expansion.

Prioritize specific mechanisms and policies, remove "bottlenecks
According to the Prime Minister, 2026 is a year of special significance, the first year of implementing the Resolution of the 14th Party Congress, organizing elections of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, the first year of implementing the 5-year socio-economic development plan for 2026-2030. For the culture, sports and tourism sector, this is the first year of implementing Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture.
The Prime Minister requested the Ministry of Culture, Sports and Tourism and all levels, sectors, and localities to continue to innovate thinking, focus on effectively organizing the implementation of the Resolution of the 14th Party Congress, Resolutions of the Party, especially the Resolution of the Politburo on developing Vietnamese culture with the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland expects, then only discuss doing, not backing down".
Implement the "4 no" motto: not wasting a day; not being late for a week; not missing opportunities in a month and not being passive for the whole year) and "6 clear" in task assignment (clear people, clear tasks, clear time, clear responsibilities, clear authority, clear results).

With the spirit of "Starting work right from the first day, the first month", not letting "January is a month of fun" slow down the progress of work, the Prime Minister requested the Minister of Culture, Sports and Tourism to focus on directing the urgent and drastic implementation of 9 key task groups.
First, continue to promote the completion of institutions and policies, in which priority is given to specific mechanisms and policies, remove "bottlenecks" to mobilize resources for cultural development, especially specific policies, breakthroughs to promote public-private partnerships in the cultural field, deploy the model of public leadership - private governance; public investment - private management; private investment - public use for some cultural and sports institutions.
Second, focus on implementing the National Target Program on Culture for the period 2025-2035, closely following the goals, principles, criteria, beneficiaries, promoting decentralization and delegation of power, with focus and key points, especially paying attention to promoting the development of cultural ecosystems.
Third, deploy a number of key tasks, which are guiding, paving the way, and creating spillover effects. Effectively implement the Strategy for developing cultural and entertainment industries. Focus on investing and completing cultural infrastructure, prioritizing national-scale cultural institutions, gradually reaching international level.
Fourth, create breakthroughs in the development of Vietnamese sports; focus on harmoniously developing mass sports and high-performance sports; invest with focus and key points; strongly apply science and technology, sports medicine and digital transformation in training and competition. Launch the movement "Each person - One sport", taking people's health as the foundation for national development.
Fifth, restructure, improve quality and competitiveness, and make tourism truly a key economic sector. Strive to welcome 25 million international tourists and serve 150 million domestic tourists in 2026.
Sixth, promote the pioneering role of the press and media, especially in protecting the Party's ideological foundation. Proactively orient public opinion; build a healthy and modern media space; form sharp cultural theoretical forums with regional influence.
Seventh, promote the application of science and technology, innovation, and digital transformation throughout the industry; prepare carefully and successfully organize important political and cultural events of the country in 2026.
Eighth, continue to promote the arrangement and streamlining of the organizational structure, stabilize the operation of the entire sector, ensure that agencies, units, and organizations after arrangement operate smoothly, effectively, and efficiently. Deploy a mechanism for monitoring, reporting, and evaluating results (KPI), ensuring effectiveness, substance, and publicity of specific results.
Ninth, pioneering in digital transformation, green transformation in the culture, sports, tourism, and press sectors.
The Prime Minister emphasized 4 orientations: Culture deeply penetrates, creates motivation, inspires; Sports create momentum, elevate stature; Tourism is rich in identity, touches emotions, increases value; Information and communication proactively leads, firmly believes, uses beauty to eliminate ugliness, uses positive to push back negativity.
